MILL HALL, Pa. – Pennsylvania Employer Support of the Guard and Reserve (ESGR), a Department of Defense program, announced today that Thomas Livingston was honored with a Seven Seals Award in recognition of extraordinary support of ESGR and members of the Pennsylvania Guard and Reserve.

According to William Burkhard, Pennsylvania North Central Area Chair, “The Seven Seals Award is the broadest and most inclusive award given by ESGR and is presented at the discretion of the State Chair or by ESGR senior leadership. The award is presented in recognition of significant individual or organizational achievement, initiative, or support that promotes and supports the ESGR mission.”

Burkhard presented the award to Livingston on behalf of State Chair Marty Kuhar who recognized Livingston with the award upon his retirement as an Area Vice Chair and former Ombudsman.  Livingston served ESGR and members of Pennsylvania’s Guard and Reserve in various leadership positions for 15 years.

According to Burkhard, Livingston is deserving of the Seven Seals Award for both his service to the Nation and ESGR.  Livingston served 20 years in the Pennsylvania Army National Guard and another 15 years in the Army Reserve before retiring.  During his years in the Reserves, he served as the 1st Sgt. of the 484th Classification and Consolidation Company from Lewistown, Pennsylvania; from there, he was assigned to the 327th Supply and Service Battalion from Williamsport, Pennsylvania.

After his first two Reserve assignments Livingston joined the 1079th U.S. Army Reserve Garrison at Fort Indiantown Gap, where he attained the rank of Command Sgt. Maj.  During his tenure at the 1079th, a subordinate unit, the 402nd Military Police Battalion was mobilized and deployed to Saudi Arabia in support of Operation Desert Storm.  Livingston volunteered to assume the Battalion Command Sgt. Maj. position for the unit’s deployment and was responsible for leading the Non-commission Officer Corps of the battalion and 13 subordinate companies, a position in which he excelled.

In addition to the Seven Seals Award, Livingston was presented with an “Outstanding Volunteer Award” in 2019 by Pennsylvania Chair Emeritus Wes Craig.

ESGR, a Department of Defense program, seeks to foster a culture in which all employers support and value the employment and military service of members of the National Guard and Reserve in the United States. ESGR facilitates and promotes a cooperative culture of employer support for National Guard and Reserve service by developing and advocating mutually beneficial initiatives, recognizing outstanding employer support, increasing awareness of applicable laws and policies, resolving potential conflicts between employers and their service members, and acting as the employers’ principal advocate within DoD. Paramount to ESGR's mission is encouraging employment of Guardsmen and Reservists who bring integrity, global perspective and proven leadership to the civilian workforce.
